1790 – 1969
Use the CIS U.S. Serial Set Index; Index by Reported Bill Number or the LexisNexis Congressional database in the library’s Electronic Resources. Both sources will indicate the Serial Set number which contains the bill. Not all bills are included in this collection but it can be useful when searching for a pre-1933 bill.
1933 - 1980
The Congressional Information Service microfiche collection contains bills from 1933 – 1980. The microfiche is arranged by Congress and then by bill number.
1981 - 2000
Access to the microfiche collection is through an index at the Government Information Center (GIC) desk. The microfiche is arranged by Congress then by session, then Senate, and then House. Within this arrangement, bills are found by using the reference number located in the index.
2001 forward
Starting with the 107th Congress, 2001, bills are no longer part of the federal depository program. They are available on the Internet through GPO Access United States Congress page. Congressional bills on the Internet start with the 103rd Congress, 1993/1994 to current session.

1867 - 1971
Access is through an index at the GIC desk to determine which reel of microfilm will contain the needed bill.
1963 - Penultimate session
These years are on microfiche.
Current legislative session
Current session bills are kept in paper until the microfiche is received. The Official California Legislative Information page of the State of California Web site has California bills from the 1993/1994 session to current.
SAN FRANCISCO ORDINANCES/RESOLUTIONS
The Ordinances/Resolutions/Motions collection dates from 1972 to current. Motions began in 1992. The collection does contain ordinances from approximately 1966 – 1971 but they are on newspaper print and very brittle. There is no inventory of what is in this early collection. The call numbers for ordinances for 1904, 1907, 1910, and 1915 are Ref. 352 Sa52.
Ordinances and resolutions can also be found by subject in the Board of Supervisors Proceedings for 1906 – 1937, the period covered by an index.
Current ordinances/resolutions/motions are also
available on the Internet. Resolutions and ordinances are
available from 2000 through current session. Motions are
available from 2002
through current session.
